Relational Registry/RegTAP, STC part

This is a specification of four tables dealing with STC coverage, intended
to accompany the main RegTAP.  However, since spatial coverage is a
contentious topic, STC in the registry has always been a difficult topic,
and the two parts of RegTAP can easily be developed independently,
this part is kept separate.

The current plan is to figure out some way to allow the use of MOCs inside 
the spatial table.
